I think you get it even if you don't have Cash in your country, but I could be wrong. I at least know you can get the quest without having any on-hand Cash.

Go to the Item Database and search "Chestnut Soap." On the right hand side, there should be a list of people who are selling the item. Clicking on the usernames should bring you to their shop.

I think I've seen people selling FFQ on the neoboars? I may be wrong though. If I got a FFQ I'd either sell it for pure or make a robot draik/krawk and sell that.

Advertising on swine, huh? That's a new one.

What they're doing isn't selling, but trading. It's just like trading a custom pet. In case you've never come across legit trading, I'll give you a brief explanation: someone has a lot of NP and they want a certain pet. However, they can't just buy the paint brush/morphing potion because it's too expensive, or maybe they want a BD pet or a certain type of name (e.g. real word, real name, or very well named pet). So they go to the boards to advertise how much they can afford to spend on the custom, and people offer pets to trade for it. These people are generally offering pets they've zapped that are nice, but not what they really want, or are lucky pound finds or just something they're not that interested in any more. If the person offering the custom likes an offer, the person with the pet they want gets to pick a pet up to a certain value. Generally, it's stuff like up to 600k, a royal custom (for a royal painted pet, which are stupidly popular and overvalued in my opinion), but occasionally you get Draik/Krawk customs.

If you were to offer a FFQ for trade on the boards, you'd be looking for something which you couldn't get simply by using the FFQ - a BD pet, a RW/RN pet, a Draik/Krawk or an UC, or one of the exception colours (...but since these are generally worth less than a FFQ, it's rare to see someone looking for these). In case you're wondering what the exceptions are: ice, magma, MSP, robot, royal, sponge, quiguki and usuki.

Got a water faerie quest, gained defence..then got a bonus Delina quest. I had to get 2 NC items, 150 NC total. I got Woven Silk Wings in return. Not sure how I feel about that..
