I am 120% positive that it works on Windows 7 32 bit. Please elaborate on your problem more.

This is just a guess, but does your language preference stay with your account? One of the Neocodex programmers would be able to answer this. If it does, it would explain why the program is not working.

not in magic shop and i know i was RS banned but as you can see it took a few hrs for that to happen but i have nothing in between those periods of time.
