Just get lent on the avatar board? There's loads of lenders

There are a couple of lending boards in the avatar forum - at the top of the neopets general board, for a period BGC was being lent there.

As others have already pointed out some members will post items they are lending, for a fee, on the trading post. You can always look there, do a search or create a thread of your own listing the items you're looking to be lent.

No, I think you just have to get a certain amount of posts. Don't think it's too many.

or maybe not idk I just always see a lot of people ask that question
