The program manager? Yes, it's very easy to set up. Just download the file under the "neopets" header, and install the correct file for your compute (because the download also includes the mac version). When you want to use a program, just click the name and there's a little "install" button on the right hand side. After that, all you need to do is click "run" and you're off. 

 

If you meant Abrosia, here's a guide. Note that some features are restricted to advanced members and above. (adv+, retired, staff).  You can only choose your shops if you use a manual list. Here's some lists you can use.
