I only just got the ability to award that so I'll have to have a think about the criteria.
Is it being delightfully fun by any chance? *looks hopeful*
Also @Strategist, when are you going to let me have a spork licence award? I will let you have a spork licence if you do, which I think is a fair trade. I don't go handing them out all over the place you know.

I was hoping that only just having the ability to award it was causing delay.

How sure are you that anything in there is true?
There's some stuff I'm pretty sure on. It's colour coded to denote what seems more dubious.
