I need to transfer from my side. Is it 3 months to be able to adopt colored and higher level pets?

It is 4. 3 if for seeing r99s and stuff

4 months and below can adopt pink, orange, white, brown, and a few other colours I can't recall. The pets have to be below level 2, as well.
