I don't have nearly enough for Cool Neggs. I've got ~75k. Do Terror Trove scratchcards still work?

Personally, I'd wait for Kitsune to answer.
She's our neo guru... her answer will be the best to follow

if you only have 75 for funds, i'd completely ignore kitchen quests and just do dubloon training. it's a cheap alternative to the other training methods. it will take longer, but overall it will save you a lot of money.

I'm just trying to get his level up. Is the quickest/cheapest way the training school?
there are a few ways ... doubloons are cheaper then codestones but other then that as already said coltzans shrine and if you have the lab ray that is a good way too (if you want to take the risk of loosing LOL)

However, kitchen quests can be a money maker. I've had several 100k prizes from that place. It can be worth it all round.
the keyword there would be can. if you only have 80k and want training, you need consistent cheap training. with a kitchen quest, its always a "maybe".

as kitsune mentioned, Deadly Dice is actually a good way to level up your pet. I kept losing levels because of Count Von Roo, so I stopped for a while, but from some of the neopets boards I've read, Deadly Dice usually makes your pet gain more levels than lose them. Now I'm going whenever I remember, and it seems to be working pretty well so far.

To take a course, you may train your endurance to three times your level. However, if you wish to train any of the other attributes, you will need to train your level up to within half of your endurance.
Example: If your pet is level 50, with strength 75, and endurance 120, and you wish to train in strength, you will need to get your level up to half of your endurance, which in this case would be 60 (120 / 2 = 60).
basically it means you need to train level a few times probably
