Ok, i've heard on other sites people complaining about the rainbow fountain thing, but... what was it actually, and...... why did they make it unusable?

Its to give your pets almost every color. Note the word almost since some are only accessible through the lab ray.

shouldn't be unusable... you get quests to use it.

Are you talking about the pound? Or faerie fountain quest?
Pound is where you can adopt random species of pet and stuff.
The faerie fountain quest is where you do the quest and you can bring the pet to the fountain and paint him any color you want. Unless its like a labray color i think.
