Shouldn't this be in the graphics section?
I'm not entirely certain what you mean...doing a print screen and editing it in paint would let you fill it with dots/lines/etc.

and yea im using photoshop. so if i make a shape how do i fill it? thanks

Select it with the lasso tool and it'll get dotted lines around it. Then use the Paint Bucket tool and click inside it.
If it's a shape you just made, you see the layers pallet on the right?
Either SHIFT or CTRL (Cant remember) on the pic of the shape and it'll get selected. Not the layer name, the small thumbnail next to it.
Make sure to put questions like this in the GFX section. Someone will reply, just give them chance

well if you go to the tutorials section,take a look at "Random Vector with C4D on a Game Wallpaper" and go to step 4 or 5. the suthor says to use the polygon lasso tool, make a shape then fill it with dots. it would really help if you checked it. thanks for the support guys especially sidazoid!

Oh...now I know what it is you're saying. When you select the area with the lasso tool, you should be able to use the fill option, and there should be an option to fill it with a pattern. There is a dot pattern, if I'm not terribly mistaken.
Of course, I don't have a copy of photoshop on hand right now, so I can't offer too much help...

Ah, if that's what you mean then yes. Select the fill tool and look in it's options that appear in the toolbar at the top. The dotted one will be there

once again unfortunately, i am graphically retarded and don't know what the fill tool is X_x sorry guys
EDIT: i think i got to the fill but there is no dotted pattern and there is nothing under "Custom Patterns". any ideas?

It looks like a paint bucket.
You'd be better doing a tutorial that shows you the basics and the tools before working on projects.
