No, he's saying that he loves the girl in the cartoon more than every other girl (who loves him back). The alt text suggests however that there's another girl who he loves but who doesn't love him back and so he won't leave his current girlfriend unless the other girl he loves becomes single.

Earlier i thought it was like a narrator talking about himself, like it usually is.

I usually like xkcd, but this one really bugs me. It's really unfair to stay with someone just because you feel you can't do better and they're available. I've seen the fallout when someone finds out that their boyfriend or girlfriend hung on just because they didn't want to be alone. It's not pretty.

It's even less pretty when the person they're with is in denial and takes it out on their significant other's friends. Well. Less deserved, anyway.

tl;dr: quit being emo, move on and stop moping. You will find someone else who you love.
