How would you expect it to work if your computer is effectively switched off?

No not turned off just asleep. I have a laptop so when I shut it it goes to sleep, but doesn't shut down entirely.

When it's asleep it is effectively turned off.

What you could do is change the setting so only the screen goes off and it doesnt go to sleep.

Think logically if you're asleep that easily just means you can't work

On -> All programs running
Off -> Nothing runs
Sleep -> Nothing runs, uses a small amount of battery, quickly resumes
Hibernate -> Nothing runs, uses no battery while hibernating, resumes slower than sleep but faster than a reboot
Obviously the only option that leaves programs running is "On"

No, it does not work if your computer is turned off.
No it won't work if your computer is asleep. However if you are on windows and keep the user logged in, and lock your account it will run in the background. I dont know if that's something you would find useful.
When suspended, in hibernation, or off it won't run. So if you want to run things long term to go your properties and turn suspend/hibernate off.
